All police officers have been urged to save, regardless of the amount, to achieve financial independence.
This message was delivered by Police Chief Abas Byakagaba during the 12th Annual General Meeting of the Police’s Exodus Saving and Credit Cooperative (Sacco) on March 27, 2025, themed “Strengthening Bonds, Amplifying Impact.”

He emphasized that saving is essential for unlocking prosperity.
He noted that they need to cultivate a saving culture, stressing that the small amounts they save today will serve as their our security in the future.
“Don’t save what is left after spending, but spend what is left after saving,” he quoted Warren Buffet.
Byakagaba encouraged all personnel to make deliberate choices to save, no matter how small, to reach a basic level of financial independence. He also referenced Martin Luther Jr.’s quote, “You don’t have to see the whole staircase. Just take the first step,” to inspire action.

He also called on the Sacco leadership to foster trust among members through accountability, ongoing benchmarking, strategic partnerships, and enhancing internal systems.
“When we save collectively, we create a strong financial foundation that enables us to access affordable credit, invest in our future, and protect ourselves from unforeseen financial crises,” he added.
Byakagaba acknowledged that financial insecurity is a significant issue for many officers, with numerous colleagues burdened by high-interest loans from lenders and banks.
He stressed that Exodus Sacco must focus on this area to better serve its members.
